GENERAL PROCUREMENT ANNOUNCEMENT

PROCUREMENT OF THE PRODUCTS AND/OR SERVICES
UNDER JAPAN’S GRANT ASSISTANCE
FOR THE PROGRAMME FOR EMERGENCY RECOVERY
FOR UKRAINE (PHASE 2) (JFY2022)
The Japan International Cooperation Agency (JICA) concluded the Grant Agreement with t he
Government of Ukraine on March 29, 2023. JICA will extend a grant of fifty three billion
seventy two million Japanese Yen (JPY53,072,000,000) to purchase products and/or services
for contributing to the implementation of the Programme for Emergency Recovery for Ukraine.
Japan International Cooperation System (JICS) has been nominated as the procurement agent
for the Government of Ukraine and will conduct the procurement of products and/or services
by utilizing part of the grant through request for quotations to Japanese companies.
JICS thus announces procurement exercises as follows:
1. Subproject, Products and /or Services to be procured (subject to change)
(1) Subproject and Products to be procured
1) Subproject for Urgent Improvement of Transport Service
Products to be procured: Rail, Emergency Bridge, Construction Machinery and Vehicle
2) Subproject for Urgent Improvement of Destruction Waste Management
Products to be procured: Crusher for Waste Management, Construction Machinery and Vehicle
3) Subproject for Public Broadcasting Sector Urgent Support
Products to be procured: Broadcasting Equipment
4) Subproject for Urgent Improvement of Public Utilities of Local Governments
Products to be procured: Generator (200kW or more), Construction Machinery and Vehicle
(2) Services
1) Services necessary for the procurement and transportation of the above-mentioned products to
be procured
2) Installation services, and Training and other necessary services for operation and maintenance
of the products (if required)
2. Eligibility
Companies must meet all of the following criteria:
(1) Japanese nationals
• Companies shall be Japanese nationals (Japanese physical persons or juridical persons controlled
by Japanese physical persons).
• Companies shall be Japanese companies incorporated and registered under Japan Law with their
headquarters in Japan.
• The majority of companies’ capital with voting rights shall be owned by Japanese nationals and
majority of board members are Japanese physical persons.
• Companies shall not fall under any of the items of Article 26, paragraph 1 of the Foreign
Exchange and Foreign Trade Act (Gaikokukawase-oyobi-Gaikokuboeki-Ho, Law No.228 of
1949, Japan).
(2) Companies must have at least the following number of track records as a prime
contractor/supplier of exporting any of the products listed in 1 (1) above per Subproject: one
(1) record for Subproject for Public Broadcasting Sector Urgent Support; three (3) records for
other Subprojects.
For Subproject for Urgent Improvement of Transport Service and Subproject for Urgent
Improvement of Public Utilities of Local Governments, Companies having overseas
construction experience as a prime contractor are also eligible.
The year of such track records must be 2020 or later for the Subprojects except for Subproject
for Public Broadcasting Sector. Each supply contract is valued at JPY50,000,000 or more.
(3) Companies must have any one of subsidiaries, branch offices and agents (registered companies)
in Ukraine, Poland or Romania which meet the following conditions:
1) subsidiaries and/or branch offices shall have a minimum of three (3) years of continuous
business history as of April 1, 2023; and/or
2) agents (registered companies) shall have a minimum of three (3) years of continuous
contract with Companies as of April 1, 2023.
(4) In case the Companies have agents (registered companies) in Ukraine, Poland or Romania, the
agents shall meet the following conditions:
1) to have three (3) or more track records of overseas trading (import or export) in 2018 or
later as of April 1, 2023. Each contract is valued at JPY10,000,000 or more; and
2) to have transaction records with the Supplier of JPY5,000,000 or more in 2018 or later as
of April 1, 2023. Their remittance records are required to be submitted.
(5) Companies shall not be under the measures of the Government of Japan and the Japan
International Cooperation Agency.
(6) Subsidiaries whose parent company satisfies all the above criteria and which meet the criteria
(1) and (5) above are eligible for registration on the condition that such subsidiaries are given
the power of attorney by those parent company.
*Additional eligibilities may be required for each procurement.
