１ 競争入札に付する事項
（１）調達件名等
原反４０//２ビニロン綿混スムース地、３,５００ｋｇ
原反３０/１ビニロン綿混フライス地、 １５０ｋｇ
（２）調達件名の特質等
入札説明書及び仕様書による。
（３）履行期限
令和８年９月１日から令和９年３月３１日
（４）履行場所の所在地
徳島県徳島市入田町大久２００－１ 徳島刑務所
（５）入札方法
上記（１）について入札に付する。
落札決定に当たっては、入札書に記載された金額に当該金額の１０パーセントに
相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数を
切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る
課税事業者であるか免税事業者であるかを問わず、見積もった金額の１１０分の１
００に相当する金額を入札書に記載すること。
２ 競争参加資格
（１）予算決算及び会計令（以下「予決令」という。）第７０条及び第７１条の規定に
該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意
を得ているものは、予決令第７０条における特別な理由がある場合に該当する。
（２）令和７・８・９年度法務省競争参加資格（全省庁統一資格）物品の製造又は物品
の販売の「衣類・その他繊維製品類」においてＣ等級以上に格付けされた資格を有
する者であること。
（３）その他予決令第７３条の規定に基づき、支出負担行為担当官が定める資格を有
する者であること。
３ 電子調達システムの利用
本件入札手続は、入札手続等を電子調達システム（調達ポータル）により行う。
なお、電子調達システムにより難い者は、支出負担行為担当官の承認を得た場合に
限り、入札手続きの全てを書面により行うこと（本件入札手続きにおいて「紙入札方
式」という。）ができる。

５ 入札説明書等の交付期間
電子調達システム又は本公告の日から令和８年７月２２日（水）（ただし、行政機
関の休日に関する法律（昭和６３年法律第９１号）第１条に規定する行政機関の休日
を除く。）の午前９時から午後５時まで（ただし、正午から午後１時までを除く。）の
期間中に、上記４の場所において交付する。
６ 入札の期日及び場所
令和８年７月２３日（木）午後１時３０分 原則として、電子調達システム
紙入札方式の場合は上記４の場所に持参又は郵送すること。
（郵送の場合は令和８年７月２２日（水）午後５時必着）
７ 開札の日時及び場所
令和８年７月２３日（木）午後１時３０分 原則として、電子調達システム

本公告に示した競争参加資格のない者がした入札及び入札に関する条件に違反し
た入札は、無効とする。

(6) Qualification for participating in the tendering procedures : Supplier e
ligible for participating in the proposed tenders are those who shall: ①
Not come under Article 70 of the Cabinet Order concerning the Budget, Aud
iting and Accounting.
Furthermore minors, person under conservatorship or person under Assist
ance who have obtained the consent necessary for concluding a contract ma
y be applicable under cases of special reasons within the said clause. ②
Not come under Article 7 of the Cabinet Order concerning the Budget, Audi
ting and Accounting. ③Have it more than a C Grade in “Manufacture of pr
oduct” “Sale of product” or “ Offer of service” in terms of the qual
ification for participating in tenders related to Ministry of justice(Sin
gle qualification for every ministry and agency)in the fiscal years of 20
25/2026/2027. ④Meet the qualification requirements which the Obligating
Officer may specify in accordance with Article 73 of the Cabinet Order.
