（6） 入札方法
上記(2)について総額による入札金額と技術審査委員による技術審査の総合評価入札を行
う。落札決定に当たっては入札書に記載された金額に当該金額の10パーセントに相当する
額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるもの
とする。）をもって落札価格とするので、見積もった契約金額の110分の100に相当する金額
を入札書に記載すること。
２ 競争参加資格
（1） 独立行政法人家畜改良センター契約事務取扱規程（以下「取扱規程」という。）第8条及び第
9条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契
約締結のために必要な同意を得ている者は、同条中、特別の事由がある場合に該当する。
（2） 独立行政法人家畜改良センター又は農林水産省の契約に係る指名停止の措置要領に基づ
く指名停止を受けている期間でないこと。
（3） 令和7・8・9年度国の競争参加資格(全省庁統一資格)又は独立行政法人家畜改良センター
の競争参加資格のいずれかにおいて「役務の提供等」の「Ａ」又は「Ｂ」の等級に格付されてい
る者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資
格審査を受け、競争参加資格者名簿に登録され、当該等級に格付された者であること。
（4） 会社更生法に基づき更生手続開始の申立てがなされている者又は民事再生法に基づき再
生手続開始の申立てがなされている者（(3)の再確認を受けた者を除く。）でないこと。
（5） その他資格は入札説明書及び実施要項による。

この一般競争に参加を希望する者は、必要な証明書等のほかに封印した入札書を期限ま
でに提出しなければならない。入札者は、開札日の前日までの間において、理事長から当
該書類に関し説明を求められた場合は、それに応じなければならない。
（4） 入札の無効
本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履
行しなかった者の提出した入札書は無効とする。

（6） 落札者の決定方法
本公告に示した役務提供ができると理事長が判断した入札者であって、独立行政法人家
畜改良センター契約事務取扱規程第30条の規定に基づいて作成された予定価格の制限
の範囲内で、評価項目一覧表及び評価手順書で定める方法をもって落札者を決定する。

5 Summary

Management System Servers, Construction of Operations Infrastructure and Lease Agreement
for National Livestock Breeding Center, 1 Set
(4) Contract period:
① Cloud Migration of Network Management System Servers, Construction of Operations
Infrastructure :From Contract conclusion date to March 31, 2027
② Lease :From April 1, 2027 to March 31, 2031
(5) Offer place: As shown in the explanatory paper for the tender.
(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in
the proposed tender are those who shall:
A) Not come under Article 8 and 9 of the Regulation concerning the Contract for National
Livestock Breeding Center. Furthermore, minors, Person under Conservator ship or Person
under Assistance that obtained the consent necessary for concluding a contract may be
applicable under cases of special reasons within the said clause.
B) The applicant must not be under suspension of nomination based on the Guidelines for
Suspension of Nomination Related to Contracts of the Independent Administrative
Institution Livestock Breeding Center or the Ministry of Agriculture, Forestry and Fisheries.
C) Have Grade A or B “offer of services etc” in terms of the qualification for participating in
tenders by Single qualification for every ministry and agency. or in tenders by National
Livestock Breeding Center in the fiscal year 2025, 2026, and 2027.
D) Have relevant knowledge and business personnel etc necessary for the execution of the
work. As for the qualifications and confirmation time limit for confirming the matters, as
stated in the paper for the tender.
E) Other bid participation qualifications are determined by the bid instructions.

(8) Deadline for Submission of the Equipment List: 5:00 p.m. August 5, 2026.
(9) Deadline for Submission of Proposal: 5:00 p.m. August 28, 2026.
