 Qualification for participating in the ten‑
dering procedures : Suppliers eligible for
participating in the proposed tender are
those who shall :
 not come under Article 25 of the Na‑
tional Agency for Automobile and Land
Transport Technology.

 have Grade A, B, C or D of Manufac‑
ture of goods or sale of goods in terms
of the qualification for participating in
tenders by the Japanese government (u‑
nified qualification for every ministry
and agency) in the fiscal year 2025, 2026,
and 2027.

 not be suspended from tenders by any

Japanese government agencies.

 not be entities that have been being
excluded from the public projects of the
Ministry of Land, Infrastructure, Trans‑
port and Tourism based on the requests
of the police authorities because the en‑
tities are substantially under the control
of members of organized crime or the en‑
tities are related to those members.

 have officially received the solicitation
documents from the President, National
Traffic Safety and Environment Labora‑
tory, National Agency for Automobile
and Land Transport Technology.
