〇第１号 １ 調達内容  品目分類番号 14  導入計画物品及び数量 長 岡 技 術 科 学 大 学・国立高等専門学校統合図書館システム 一式  調達方法 借入  導入予定時期 令和10年３月  調達に必要とされる基本的な要求要件 Ａ 図書館業務全般を対象とした統合的なシ ステムであり、安定した連続運用に耐えら れること。 Ｂ 本システムは国立高等専門学校機構（以 下「機構」という。）が設置する高等専門学 校51校55キャンパス（以下「高専」という。） と長岡技術科学大学（以下「大学」という。） によって利用できること。 Ｃ 本システムはWebアプリケーション型 とし、Firefox及びGoogle Chromeの最新 版で正常動作すること。 Ｄ 本システムの構成は、請負者が用意する クラウド上に、機構並びに大学用のアプリ ケーションサーバ、データベースサーバ、 OPACサーバ等のシステム関連サーバ一式 を設置し、あらかじめ指定する高専及び大 学には業務用のクライアントPC等リース 機器を配置することとする。上記のシステ ム関連サーバとクライアントPCとの間で 行われるデータ通信は暗号化すること。 Ｅ 業務に支障がない速度の処理能力をも ち、固有番号体系を持つ複数の機関の同時 利用、機関固有の業務運用に耐えられる機 能及び性能を有するシステムであること。 Ｆ 以下のシステムとの連携、連動機能を有 すること。 ａ 国 立 情 報 学 研 究 所 が 提 供 す る NACSIS‑CAT／ILLサービスに問題な く接続でき、そのサービスを受けられる こと。また、国立情報学研究所が提供す るNACSIS‑CAT／ILLサービスの仕様 変更や機能拡張に対し、速やかに対応で きること。 ｂ 機構と大学が導入している財務会計シ ステムとデータ連携が容易にできるこ と。 ｃ 現有システムから各高専と大学の既存 のデータを継承し、図書館業務で発生す るデータとの整合性を図り、データ維持、 管理ができること。 ｄ 業務継続性の観点から、システム移行 時及び移行後、図書館業務に支障が出な いように現有システムと同等のGUI並び に操作手順であること。 ｅ 一部の高専と大学においては、図書館 入館管理用のフラッパーゲートと本シス テムの利用者データが自動的に連動し、 入館者管理が行えること。 ｆ 一部の高専と大学において、自動図書 貸出装置を本システムに接続し、図書館 利用者自身が貸出操作を行えること。 ｇ 一部の高専と大学において、ブック チェックユニット（バーコードスキャナ 付き）を本システムに接続し、貸出・返 却業務が行えること。 ｈ 一部の高専において、UHF帯RFIDタ グでの蔵書管理が行えること。  Ｇ 本システムの障害を未然に防止するため の充分な保守体制及び障害発生時の迅速な サポート体制が提供されていること。また、 統合図書館システムにおいて日々発生する 問合せ等の問題・課題に対応し、その問題 等を管理できるWebベースのサポート管 理システムが提供されていること。 Ｈ 情報セキュリティ対策、ウィルス防止に 対応したシステムであること。 Ｉ 利用者情報、業務情報の保護対策が行わ れていること。 Ｊ 各高専と大学の認証は区別し、双方とも LDAPが使用できるシステムであること。 また、各高専の希望に応じて、Shibboleth を使用した認証ができるシステムであるこ と。 Ｋ 各種のユーザ使用機能は各高専と大学に おいて使用設定ができること。 ２ 資料及びコメントの提供方法 上記１の物 品に関する一般的な参考資料及び同の要求要 件等に関するコメント並びに提供可能なライブ ラリーに関する資料等の提供を招請する。  資料等の提供期限 令和８年10月26日17時 00分（郵送の場合は必着のこと。）  提供先 〒1930834 東京都八王子市東浅 川町701番２ 独立行政法人国立高等専門学 校機構本部事務局財務課契約係 岩渕 正樹 電話0426623137 Mail：chotatsu@kosen-k.go.jp ３ 説明書の交付 本公表に基づき応募する供給 者に対して導入説明書を交付する。  交付期間 令和８年９月24日から令和８年 10月26日まで。  交付場所 上記２に同じ。 ４ 説明会の開催 本公表に基づく導入説明会を 開催する。  開催日時 令和８年９月30日 15時00分  開催場所 オンラインにて開催する ５ その他 この導入計画の詳細は導入説明書に よる。なお、本公表内容は予定であり、変更す ることがあり得る。 ６ Summary  Classification of the products to be pro‑ cured : 14  Nature and quantity of the products to be rent : Nagaoka University of Technology／ Colleges of National Institute of Technol‑ ogy Integrated Library System 1 Set ) 号    第 達 調 府 政 外 号 ( 報 官 日 曜 木 日   月  年  和 令    Type of the procurement : Lease  Basic requirements of the procurement : Ａ An integrated system capable of sup‑ porting sustained general library opera‑ tions has been introduced. Ｂ This system can be used by 51 colleges of technology and 55 campuses (hereafter referred to as colleges) established by the Nagaoka University of Technology Institute of (NUT) and the National Technology (NIT). Ｃ The system has been developed as a web application, and it properly functions in the latest versions of the Firefox and Google Chrome browsers. Ｄ A set of system‑related servers, such as application servers, database servers, and online public access catalog (OPAC) serv‑ ers, provided by a contractor, is installed on the cloud for the NUT and the NIT, and client personal computer (PC) and other leased equipment are installed at the NUT and in each of the pre‑ designated colleges. Data communication between the system server and client PC is encrypted. Ｅ Because the system has a processing speed that does not hinder work, it allows simultaneous use by multiple institutions with unique number systems and has the functionality and efficiency to support operations specific to an institution. Ｆ It links and interlocks with several sys‑ tems as follows : a. It can easily connect to the services provided by the National Institute of Informatics and receive their NACSIS‑ CAT／ILL services. In addition, it can promptly respond to changes in the spe‑ cifications and expansion of functions of the services provided by the Nation‑ al Institute of Informatics. b. Data can be easily linked with the fi‑ nancial accounting systems adopted by the NUT and the NIT. c. It can migrate and inherit the existing data of the NUT and the colleges from their current systems, and maintain and manage data such that they are consistent with the data generated in library operations. d. The graphical user interface (GUI) and operation procedures are the same as those of the existing systems, thus ensuring that library activities are not affected during and after system mi‑ gration. e. The flapper gates for library admis‑ sion at the NUT and some of the col‑ leges are automatically linked with the user data in the system to enable ad‑ mission management. f. The automatic book lending devices at the NUT and some of the colleges are connected to the system such that library users can perform the lending operations themselves. g. The book checking units (with a bar‑ code scanner) at the NUT and some of the colleges are connected to the sys‑ tem for lending and returning opera‑ tions. h. The book collections in some of the colleges can be managed using ultra high frequency (UHF) band radio fre‑ quency identification (RFID) tags. Ｇ An adequate maintenance system to prevent failures and offer prompt support in the event of failure is being provided. A web‑based support management sys‑ tem to handle and resolve issues, such as inquiries and problems, that are everyday occurrences in the integrated library sys‑ tem is also being provided. Ｈ The system is equipped with informa‑ tion security and virus preventive mea‑ sures. Ｉ Measures have been taken to protect user and institution information. Ｊ The system distinguishes between NUT and colleges certifications, and the lightweight directory access protocol (LDAP) may be used by both. It is also capable of authenticating using Shib‑ boleth, as desired by the colleges.
