Further‑ more, minors, Persons under Conservator‑ ship or Persons under Assistance that ob‑ tained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.  Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. Have Grade A or B in Ma‑ nufacture of products or Sale of products in the Kinki area in terms of the qualifica‑ tion for participating in tenders laid down by the Ministry of Justice (Single qualifica‑ tion for every ministry and agency) for the purpose of procurement in the fiscal years of 2025, 2026 and 2027.
