(6) 入札方法 落札決定に当たっては、入札書に記載
された金額に当該金額の 10パーセントに相当する額を
加算した金額（当該金額に１円未満の端数があるとき
は，その端数金額を切り捨てるものとする。）をもって
落札価格とするので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の 110 分の100に相当する金額
を入札書に記載すること。
２ 競争参加資格
(1) 国立大学法人島根大学の契約事務取扱規程第３条
及び第４条の規定に該当しない者であること。（代理
人、支配人その他使用人として使用する者についても同
様とする。）
(2) 国の競争参加資格（全省庁統一資格）又は国立大
学法人島根大学の競争参加資格のいずれかにおいて令和
８年度に中国地域の「物品の販売」のＡ、Ｂ又はＣ等級
に格付けされている者であること。なお、島根大学の競
争参加資格については、島根大学財務部財務課にて随時
受け付けている。
(3) 購入物品に係る迅速なアフターサービス・メンテ
ナンスの体制が整備されていることを証明した者である
こと。

(4) 本公告に示した物品を学長が指定する日時、場所
に十分に納入することができることを証明した者である
こと。
(5) 反社会的勢力への対応に関する規則（平成 27 年
島大規則第 21号）第２条第１号に規定する反社会的勢
力に該当しない者であること。
(6) 国立大学法人島根大学の契約事務取扱規程第２条
の規定に基づき、学長が定める資格を有する者であるこ
と。
(7) 学長から取引停止の措置を受けている期間中の者
でないこと。
３ 入札書の提出場所等
(1) 入札書の提出場所、契約条項を示す場所、入札説

４ その他

(3) 入札者に要求される事項 この一般競争に参加を
希望する者は、封印した入札書に本公告に示した物品を
納入できることを証明する書類を添付して入札書の受領
期限までに提出しなければならない。入札者は、開札日
の前日までの間において、学長から当該書類に関し説明
を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない
者の提出した入札書、入札者に求められる義務を履行し
なかった者の提出した入札書、その他入札説明書によ
る。

(6) 落札者の決定方法 本公告に示した物品を納入で
きると学長が判断した入札者であって、国立大学法人島
根大学の契約事務取扱規程第９条の規定に基づいて作成
された予定価格の制限の範囲内で、最低価格をもって有
効な入札を行った入札者を落札者とする。
(7) 手続における交渉の有無 無。
(8) その他 詳細は、入札説明書による。なお、入札
説明書等で当該調達に関する環境上の条件を定めた調達
であると示されている場合は、十分理解した上で応札す
ること。
