Furt‑ hermore, Minors, Persons under Conser‑ vatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. Not come under Article 71 of the Cabinet Order on Budgets, the Settle‑ ment of Accounts, and Accounting. Have Grade A, B or C in Sale of product in terms of the qualification for participating in tenders by Organizations in the Shikoku area related to the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2025, 2026 and 2027.
