GENERAL PROCUREMENT ANNOUNCEMENT
(GPA Ref. No.: ERUA24-SP6)
PROCUREMENT OF THE PRODUCTS AND/OR SERVICES
UNDER JAPAN’S GRANT ASSISTANCE
FOR THE PROGRAMME FOR EMERGENCY RECOVERY
FOR UKRAINE (PHASE 4) (JFY2024)
The Japan International Cooperation Agency (JICA) concluded the Grant Agreement with the
Government of Ukraine on April 7, 2025. JICA will extend a grant of eight billion eight hundred
million Japanese Yen (JPY8,800,000,000) to purchase products and/or services for contributing
to the implementation of the Programme for Emergency Recovery for Ukraine.
Japan International Cooperation System (JICS) has been nominated as the procurement agent
for the Government of Ukraine and will conduct the procurement of products and/or services
by utilizing part of the grant through request for quotations to Japanese companies.
JICS thus announces procurement exercises as follows:
1. Subproject, Products and /or Services to be procured (subject to change)
(1) Subproject and Products to be procured
Subproject for Improvement of Public Infrastructure for Local Communities
Products to be procured: Road diagnostic equipment
(2) Services
1) Services necessary for the procurement and transportation of the above-mentioned products to
be procured
2) Installation services, and Training and other necessary services for operation and maintenance
of the products (if required)
2. Eligibility
Companies must meet all of the following criteria:
(1) Japanese nationals
・ Companies shall be Japanese nationals (Japanese physical persons or juridical persons controlled
by Japanese physical persons).
・ Companies shall be Japanese companies incorporated and registered under Japan Law with their
headquarters in Japan.
・ The majority of companies’ capital with voting rights shall be owned by Japanese nationals and
majority of board members are Japanese physical persons.
・ Companies shall not fall under any of the items of Article 26, paragraph 1 of the Foreign
Exchange and Foreign Trade Act (Gaikokukawase-oyobi-Gaikokuboeki-Ho, Law No.228 of
1949, Japan).
(2) Companies must have at least three (3) track records in 2021 or later as a prime
contractor/supplier of exporting of any products. Each supply contract is valued at
JPY50,000,000 or more.
(3) Companies must have any one of:
1) subsidiaries and/or branch offices in Ukraine, EU member countries or UK, which have a
minimum of three (3) years of continuous business history as of April 1, 2025; and/or
2) agents (registered companies) in Ukraine, Poland or Romania, which have a minimum of
three (3) years of continuous contract with Companies as of April 1, 2025.
(4) In case the Companies have agents (registered companies) in Ukraine, Poland or Romania, the
agents shall meet the following conditions:
1) to have three (3) or more track records of overseas trading (import or export) * in 2020 or
later as of April 1, 2025. Each contract is valued at JPY10,000,000 or more; and
2) to have transaction records with the Supplier of JPY5,000,000 or more in 2020 or later as
of April 1, 2025. Their remittance records are required to be submitted.
* If the agent (registered company) is located in Ukraine, they may submit evidence relating
to domestic trading activities.
(5) Companies shall not be under the measures of the Government of Japan and the Japan
International Cooperation Agency.
(6) Subsidiaries whose parent company satisfies all the above criteria and which meet the criteria
(1) and (5) above are eligible for registration on the condition that such subsidiaries are given
the power of attorney by those parent company.
Additional eligibilities may be required for each procurement.
3. Registration
It is a prerequisite for all companies wishing to participate in the opportunities to register their
interest by sending Registration Form (click here to download) in password-protected PDF
format to JICS by e-mail at erua@jics.or.jp.
The e-mail should be marked in the subject as follows:
ERUA24-SP6_Registration_Company Name (to be specified)
It is the companies’ responsibilities to contact JICS by telephone or e-mail to confirm that JICS is
in receipt of their registration documents.
Companies who submit Registration Form are requested to respond to inquiries by JICS about the
submitted documents.
After all official necessary arrangements are completed, request for quotations will be issued only
to the eligible companies whose Registration Form have been submitted to JICS by 5:00 p.m. JST
(Japan Standard Time) on the business day prior to the issuing date of each request for quotations.
