GENERAL PROCUREMENT ANNOUNCEMENT

FOR CONSTRUCTION OF EMERGENCY BRIDGE
UNDER JAPAN’S GRANT ASSISTANCE
FOR THE PROGRAMME FOR EMERGENCY RECOVERY
FOR UKRAINE (PHASE 3) (JFY2023)
The Japan International Cooperation Agency (JICA) concluded the Grant Agreement with the
Government of Ukraine on February 19, 2024 and its Amendment to the Grant Agreement on
November 21, 2025. JICA will extend a grant of fifteen billion eight hundred million Japanese Yen
(JPY15,800,000,000) to purchase products and/or services for contributing to the implementation of
the Programme for Emergency Recovery for Ukraine.
Japan International Cooperation System (JICS) has been nominated as the procurement agent for the
Government of Ukraine and will conduct the procurement of products and/or services by utilizing part
of the grant through request for quotations to Japanese companies.
JICS thus announces procurement exercises as follows:
1. Subproject, Products and /or Services to be procured (subject to change)
(1) Subproject
Subproject for Improvement of Transport Service (Phase 3)
(2) Scope of Works
Construction of Emergency Bridge under Design-Build Contract
2. Eligibility
Companies must meet all of the following criteria:
(1) Japanese nationals
・ Companies shall be Japanese nationals (Japanese physical persons or juridical persons controlled
by Japanese physical persons).
・ Companies shall be Japanese companies incorporated and registered under Japan Law with their
headquarters in Japan.
・ The majority of companies’ capital with voting rights shall be owned by Japanese nationals and
majority of board members are Japanese physical persons.
・ Companies shall not fall under any of the items of Article 26, paragraph 1 of the Foreign Exchange
and Foreign Trade Act (Gaikokukawase-oyobi-Gaikokuboeki-Ho, Law No.228 of 1949, Japan).
(2) Companies must have at least two (2) track records of overseas construction of bridges, completed in
2015 or later, as a prime contractor or as a subcontractor. Each contract shall be valued at
JPY100,000,000 or more. In the case of subcontractor experience, only the subcontract amount or the
subcontractor’s own share of the contract value shall be counted toward this requirement.
(3) Companies shall engage a subcontractor prior to the submission of the quotation. The subcontractor
shall meet the following conditions:
1) to have its headquarters, a branch office and/or a representative office in Ukraine as of April 1,
2024;
2) to have at least one (1) track record of major repair and/or construction of bridges in Ukraine with
each contract valued at JPY100,000,000 or more, completed in 2015 or later; and
3) to hold a valid construction license with CC3 class of consequence, including the following works:
3.03.00 Bridges and bridge crossings
3.03.01 Bridges over water
3.03.02 Overpasses, viaducts, and pedestrian crossings
(4) Companies shall not be under the measures of the Government of Japan and the Japan International
Cooperation Agency.
(5) A joint venture (JV) is acceptable. In the case of establishing a JV, criteria (1) and (4) above shall be
satisfied by all member companies. Joint-Venture Intent Letter signed by each member company shall
be submitted at the time of registration.
Additional eligibilities may be required for each procurement.
3. Registration
It is a prerequisite for all companies wishing to participate in the opportunities to register their interest
by sending Registration Form (click here to download) in password-protected PDF format to JICS by
e-mail at erua@jics.or.jp.
The e-mail should be marked in the subject as follows:
ERUA23-SP2-B_Registration_Company Name (to be specified)
It is the companies’ responsibilities to contact JICS by telephone or e-mail to confirm that JICS is in receipt
of their registration documents.
Companies who submit Registration Form are requested to respond to inquiries by JICS about the submitted
documents.
After all official necessary arrangements are completed, request for quotations will be issued only to the
eligible companies whose Registration Form have been submitted to JICS by 5:00 p.m. JST (Japan Standard
Time) on the business day prior to the issuing date of each request for quotations.
