Furthermore, mi‑ nors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.  Not come under Article 71 of Cabinet Order concerning the Budget, Auditing and Accounting.  The applicant must hold a Unified Qua‑ lification for Participation in Competi‑ tive Bidding (All Ministries and Agencies Unified Qualification) for fiscal years 2025, 2026, and2027), valid in the Kinki Region, and be classified as Grade A, B, or C in either Sale of Goods or Provi‑ sion of Services, etc.  Not be under a suspension of transac‑ tions (business suspension) imposed by the Ministry of Health, Labour and Wel‑ fare at the time of bidding.  Not be a person who has made any false statement in the application for qua‑ lificationscreening or in any document at‑ tached thereto.  Not be a person whose business condi‑ tions or creditworthiness has deteriorat‑ ed significantly.  Where the Employees' Pension Insur‑ ance, Health Insurance, Seamen's Insur‑ ance, National Pension, Workers' Acci‑ dent Compensation Insurance, and Em‑ ployment Insurance are applicable, the bidder must have no delinquency in the payment of insurance premiums for the two years immediately preceding the de‑ adline for submission of bids under this tender (or, in the case of Workers' Acci‑ dent Compensation Insurance and Em‑ ployment Insurance, for the most recent two insurance fiscal years). For Workers' Accident Compensation Insurance and Employment Insurance, if the due date for completion of the annual renewal pro‑ cedures for the relevant fiscal year has not yet arrived, there must be no de‑ linquency in the payment of insurance premiums for the previous and second previous fiscal years. If the due date has already passed, there must be no de‑ linquency in the payment of insurance premiums for the relevant fiscal year and the previous fiscal year.
