〇第１号 １ 調達内容  品目分類番号 71、27  導入計画物品及び数量 国立環境研究所基 幹ネットワーク機器 １式  調達方法 借入  導入目的 国立環境研究所において運用し ている、基幹ネットワーク機器の切替えを行 い、現行ネットワークを継承・発展させると ともに、安全性の向上を目指し、より利便性・ 安定性の高いネットワークシステムの構築を 図る。  導入予定時期 令和９年度第４・四半期以降  調達に必要とされる基本的な要求要件 本 システムは、基幹ネットワーク機器から構成 される。  基幹ネットワーク機器は、基本的には１ GbE以上のイーサネットで構成し、特に データ転送量が多いと見込まれる箇所につ いては、リンクアグリゲーションによる高 速接続及び10GbEによる超高速接続とする こと。更なる高速ネットワークに関する提 案がある場合には、提案を可能とする。な お、基幹ネットワーク機器は、10GbEのポー トを有することとする。将来的なシステム 拡張および通信量増加に加え、外部ネット ワークやクラウドサービスとの接続を考慮 し、拡張性・互換性を有する提案を可能と すること。    ) 号    第 達 調 府 政 外 号 ( 報 官 日 曜 木 日   月  年  和 令  システム全体として、高度なセキュリ ティのネットワーク環境を提供できるこ と。また、外部からの攻撃等に対する対策 はもとより、内部ネットワークに対して、 接続機器の管理、監視、接続制限機能等、 効果的な対策を図ることが可能なシステム とすること。また、マイクロセグメンテー ションなどが設定可能となるようゼロトラ ストを意識した提案を可能とすること。  ソフトウェア及びハードウェアは、高い 信頼性を有するとともに、障害発生時等に おいても、ネットワークサービスへの影響 を最小限とすることが可能な提案であるこ と。  システムの運用については可能な限り省 力化及び自動化を行い、長時間にわたる自 動運転が可能であること。  国立環境研究所情報セキュリティポリ シーに準拠した構成とすること。  総合評価の概要 落札方式は価格及び性能 等の総合評価による。なお、総合評価の概要 は導入説明書に示す。 ２ 資料及びコメントの提供方法 上記１の物 品に関する一般的な参考資料及び同の要求要 件等に関するコメント（仕様・技術資料等を含 む。）の提供を招請する。  資料等の提供期限 令和８年10月19日16時 00分（郵送の場合は必着のこと。）  提供先 〒3058506 (cid:7962)城県つくば市小野 川16番２号 国立環境研究所総務部会計課契 約第一係 長嶋 雅行 電話029（850）2775 （ダイヤルイン） ３ 説明書の交付 本公表に基づき応募する供給 者に対して導入説明書を交付する。  交付期間 令和８年９月17日から令和８年 10月19日  交付場所 上記２に同じ。 ４ 説明会の開催 本公表に基づく導入説明会を 開催する。  開催日時 令和８年９月29日10時  開催場所 国立研究開発法人国立環境研究 所 中会議室 ５ その他 この導入計画の詳細は、導入説明書 による。なお、本公表内容は予定であり、変更 することがあり得る。 ６ Summary  Classification of the products to be pro‑ cured : 71, 27  Nature and quantity of the products to be Institute for Envi‑ procured : National ronmental Studies network system 1 Set.  Type of the procurement : rent  Basic requirement of the procurement : The backbone network system  The backbone network system should have basically 1 Gigabit Ethernet (1GbE) or higher Ethernet connections, and high‑ speed connectivity through link aggrega‑ tion and the super high‑speed connection with 10GbE on main lines where the data transfer volume is estimated to be the lar‑ gest. Proposals for higher‑speed network technologies are also acceptable. The backbone network equipment shall be equipped with 10GbE ports. The pro‑ posed solution shall ensure scalability and compatibility for future expansion, increased traffic, and connectivity with external networks and cloud services.  The whole system should implement highlevel network security measures for both protecting the systems from exter‑ nal attacks and internal network man‑ agement of connection, monitoring, and user restrictions. Proposals should also consider Zero Trust architecture and sup‑ port security functions such as micro‑ segmentation.  The system should have high reliability in both hardware and software.
